Cambodian Prime Minister (1906–1985)

Seven non-consecutive terms as Prime Minister of Cambodia defined the professional career of Penn Nouth, who served as the first leader of the country following its independence. Born in Phnom Penh in 1906, he navigated decades of colonial administration, monarchical rule, and revolutionary upheaval before eventually finding refuge in France during the final years of his life.

Early Career and Colonial Administration

Before rising to the highest levels of national governance, Penn Nouth served within the French colonial administration. He became a fixture in the Cambodian political landscape, establishing a reputation that allowed him to transition into the Sangkum regime led by Prince Norodom Sihanouk. His proficiency in both French and Khmer proved essential as he climbed the ranks of the civil service.

Multiple Terms as Prime Minister

Penn Nouth held the office of Prime Minister across eight different spans between 1948 and 1976. His first stint occurred from 1948 to 1949, followed by terms in 1953, 1954 to 1955, 1958, 1961, and 1968 to 1969. With a cumulative tenure totaling 5 years and 222 days, he remains the second-longest serving individual in the post in Cambodian history, trailing only Hun Sen.

Exile and Final Political Roles

Following the March 18, 1970, deposition of Prince Norodom Sihanouk by Lon Nol, Penn Nouth joined the monarch in exile. He assumed a leadership position in the GRUNK coalition. When the Khmer Rouge seized power on April 17, 1975, he served as Prime Minister once more. This final appointment, which ended in 1976, provided him with no actual executive authority, as the state was controlled by supporters of Pol Pot.

Later Years and Exile

After the resignation of Prince Sihanouk on April 5, 1976, Penn Nouth was placed under house arrest. He remained in this state until January 6, 1979, when he was released during the Vietnamese invasion and subsequently traveled to the People's Republic of China. He eventually moved to Châtenay-Malabry, France, where he was granted refugee status in 1981 and lived until his death on May 18, 1985.
