Born on 17 July 1959, Tasoulas pursued legal studies at the National and Kapodistrian University of Athens, graduating in 1981. His early professional years involved legal practice in both Athens and London. His integration into public life began alongside Evangelos Averoff, serving as his special secretary from 1981 to 1990. During the 1990s, he shifted toward administrative and local governance roles, serving as a municipal councilor and mayor in the Kifissia borough of Athens, while also heading the Organization of Export Support from 1990 until 1993.

His parliamentary progression included serving as a substitute member of the Parliamentary Assembly of the Council of Europe between 2004 and 2005. He assumed executive responsibilities as Deputy Minister of Defense in 2007 and later as Minister of Culture of Greece from 2014 to 2015.
