Legislative Career and Parliamentary Roles
Klyuyev served as a People's Deputy of Ukraine across multiple convocations, including the 4th, 5th, 6th, 7th, and 8th Verkhovna Rada. His political tenure began with his role as Deputy Chairman of the Donetsk Regional State Administration from 2002 to 2005. Upon entering parliament in 2006 with the Party of Regions, he contributed to the Committee on Finance and Banking and sat on the National Bank of Ukraine board. A central component of his portfolio was the Austrian-registered company Activ Solar, which spearheaded the construction of various solar power plant complexes throughout Crimea, Odesa, and Mykolaiv. Prior to these energy interests, he held executive positions at the Trade House Pidshipnik Ltd and later served as CEO of the Ukrpidshipnik Group, while also contributing to the Board of Directors for Slav AG in Vienna.
Legal Challenges and Sanctions
In 2014, the European Union imposed sanctions on Klyuyev following allegations concerning the abuse of power and property misappropriation. The High Court of Vienna later found initial suspicions unsubstantiated, and in 2016, the General Court of the EU annulled the financial restrictions. Additionally, a 2023 ruling by the Arbitration Court of the Republic of Crimea determined there was insufficient evidence of his continued corporate control over certain entities.
