Academic and Early Professional Background
Born in 1966 in Sohag, Madbouly completed his higher education at Cairo University. He earned a master's degree in 1988, followed by a PhD from the Faculty of Engineering in 1997. His early professional career began at the Housing and Building National Research Center, where he directed the Training and Urban Studies Institute.

Between September 2009 and November 2011, he served as chairman of the General Organisation for Physical Planning. He later transitioned to the international sector, acting as regional director for Arab countries at the United Nations Human Settlements Program from November 2012 until February 2014.
Ministry of Housing and Infrastructure
In March 2014, Madbouly became the Minister of Housing, Utilities and Urban Communities, succeeding Ibrahim Mahlab. During this period, he chaired the New Urban Communities Authority, overseeing large-scale national projects including the New Administrative Capital and the Social Housing Project, which aimed to construct one million housing units.
Prime Ministerial Appointment
Madbouly served as acting prime minister in late 2017 while Sherif Ismail sought medical care in Germany. Upon his permanent appointment in 2018, he reshuffled the cabinet, increasing female representation by appointing eight women. On 25 July 2018, the Egyptian parliament confirmed his cabinet and policy platform, which included the completion of 85% of planned economic reforms.
