Manuel Roxas began his career in 1919 as the provincial governor of Capiz, eventually ascending to the presidency of the Philippines in 1946. His tenure marked a significant transition as the nation navigated its final shift from a United States commonwealth to an independent republic, serving under the transition of political power until his death in 1948.
Early Education and Legal Training
Born in 1892 in Capiz, Roxas attended Manila High School, graduating with honors in 1909. He pursued legal studies at the University of the Philippines, where he served as president of his student council. After graduating in 1913, he practiced law and held positions as a university teacher at the Philippine Law School and the National University, while also acting as a secretary to Supreme Court Judge Cayetano Arellano.

Following his term as governor, Roxas entered the Philippine House of Representatives in 1922. He maintained his position as Speaker of the House for eleven years until 1933. During his long career in public service, he functioned as the Secretary of Finance in 1941, held membership in the Senate, and served as President of the Senate from 1945 to 1946. His governmental experience spanned economic planning and corporate oversight within the national administration.
Military Service and Final Presidency
During the war years, Roxas served as a brigadier general. Following the conflict, he assumed the presidency in 1946, a term he held until his death in 1948. Throughout his life, he remained a member of the Catholic Church and was buried at the Manila North Cemetery. His contributions were recognized internationally, including the receipt of the Grand Cross of the Order of Charles III.
