Born in Vienna on 8 August 1964, Ebner grew up in the Austrian capital. Following his secondary schooling, he traveled to Tours, France, in 1982, an experience that influenced his decision to study Romance languages, German philology, and translation at the University of Vienna. He graduated in 1988, having already engaged with the city's literary circles. In 2001, he furthered his education by studying European economics at a Viennese university of applied sciences.

Ebner’s career has rarely been restricted to creative writing. After 1989, he pursued roles in foreign language instruction and IT, authoring various technical books and articles on software and networking. His analytical writing includes a 2001 paper on Islamism in Europe. As a translator, he has rendered French and Catalan literature into German, including the novel L'Absent by Josep Navarro Santaeulàlia.
