Architectural Foundation and Early Career
Alender’s training occurred at the Tallinn English College, Södra Latin, and the Estonian Academy of Arts between 1999 and 2010. During the early 2000s, she held board positions at production firms Kultorg OÜ and ZiZi & YoYo OÜ, where she served as an architect and project manager. Her work in the private sector continued with Urbanmark OÜ before she moved into public service, leading the Department of Heritage Protection and Milieu Areas at the Tallinn Cultural Heritage Authority from 2008 until 2012. Entering politics as a member of the Reform Party in 2014, Alender secured a seat in the 13th Riigikogu in 2015 after receiving 2,715 votes in electoral district number four. She retained her parliamentary status through the 2019 and 2023 elections. Her legislative focus has primarily rested on the environment and culture committees. In the 14th Riigikogu, she served as both Vice-Chair and Chair of the Environment Committee. Since 2023, she has acted as Vice-Chair of the Reform Party faction. Her local government experience includes two tenures as a member of the Tallinn City Council between 2013 and 2018.
Publishing and Cultural Projects
Beyond her political and architectural roles, Alender has maintained an active career in publishing and creative project management. She authored the 1999 book Roostevaba raamat. Ruja and the 2020 biography ALENDER, which chronicles the life of her father, the musician Urmas Alender. Her translation and publishing work includes Estonian editions of urban planning texts by Jan Gehl and David Sim. Additionally, she operates as a trainer for the Alliance of Her, an empowerment initiative for women within the Alliance of Liberals and Democrats for Europe.
