Xavier Niel

A Sinclair ZX81 home computer gifted at age fourteen served as the technical foundation for a career that transitioned from early French Minitel services to a global telecommunications empire. By automating the extraction of data from programming magazines, Xavier Niel moved from teenager with a hobby to a self-made millionaire before his twenty-fifth birthday.

Early Ventures and Regulatory Navigation

Niel founded his first enterprise in 1987 after exiting higher education. He leveraged Minitel, the nation's pre-internet videotex network, to provide adult chat services. By acquiring standard publishing licenses, he operated within a framework meant for print media to secure his position as a service provider. During this period, he also invested in Parisian peep-show businesses, a sector that eventually drew the attention of criminal investigators regarding client interactions, though Niel personally faced no legal charges for these operations.

Security Research and Intelligence Cooperation

During his youth, Niel engaged in unauthorized access to Canal+ television decoders. After identification by law enforcement, he was summoned to the Ministry of the Interior rather than prosecuted. The Direction de la surveillance du territoire offered him a choice between criminal proceedings and cooperation. He assisted the agency in monitoring Soviet communications activity. Additionally, he infiltrated the Radiocom 2000 mobile network used by government officials, identifying numbers assigned to vehicles including those used by President François Mitterrand.

Growth of the Iliad Group

In 1995, Niel entered the consumer internet market by investing in Worldnet, which sold for approximately €40 million in 2000. He founded Iliad in 1999 and subsequently launched Free. The company disrupted the French market in 2002 by offering broadband at €29.99 per month through the Freebox. In 2012, Free Mobile introduced a low-cost mobile plan for €19.99, forcing incumbent operators to lower prices significantly to maintain market share.

International Expansion

Beyond France, Niel expanded his reach through his investment vehicle, NJJ. He secured telecommunications interests in Monaco, Switzerland, Ireland, Cyprus, Malta, and Ukraine. In 2018, he entered the Italian market with low-cost mobile plans, followed by the 2020 acquisition of Polish operator Play.
