Academic Background and Early Career

Born in 1944 in Belgrade, Koštunica pursued legal studies at the University of Belgrade, eventually earning a Doctor of Laws degree. His early professional life involved teaching at the University of Belgrade until 1974. He departed this position following political scrutiny of his criticisms toward the communist regime of Josip Broz Tito. He transitioned to the Institute of Social Sciences and later the Institute for Philosophy and Social Theory, focusing on human rights and the defense of freedom of expression.

Transition of Power and the Yugoslav Presidency

In 1992, Koštunica co-founded the Democratic Party of Serbia, serving as its president until his retirement from active politics in 2014. In the 2000 presidential election, he led the Democratic Opposition of Serbia alliance. Following widespread protests and strikes against the administration of Slobodan Milošević, Koštunica secured the presidency. His tenure, which lasted until 2003, saw the withdrawal of international sanctions against the nation. He notably maintained a firm stance against cooperating with the International Criminal Tribunal for the former Yugoslavia.

Tenure as Prime Minister

Following the 2003 Serbian parliamentary elections, Koštunica became the head of government, leading a minority administration. His tenure as Prime Minister of Serbia between 2004 and 2008 was marked by his involvement in the adoption of the first constitution of an independent Serbia. Throughout this period, he championed the idea of Serbia as a neutral state. His administration faced significant challenges, including internal coalition conflicts and diverging views on international relations, which eventually led to the government's collapse in 2008.

Political Stance and Retirement

Koštunica was a staunch advocate for Serbian sovereignty, particularly concerning the status of Kosovo. In February 2008, he delivered a speech asserting that Kosovo belongs to the Serbian people. His long-term dedication to a policy of political neutrality defined his later years in office. He resigned from his party leadership in March 2014 after the organization failed to meet the parliamentary threshold. In October of that year, he severed ties with the party, subsequently participating in the founding of the Statehood Movement of Serbia.
