Early Political and Academic Roles
Born in Lisbon in 1943, Constâncio graduated from the Technical University of Lisbon in 1965. He spent his early career as an assistant professor there until 1973 before pursuing a master's degree at the University of Bristol. In 1974, he entered government service as Secretary of State for Planning, eventually becoming Minister of Finance in 1978. During the 1980s, he served as Secretary-General of the Socialist Party, holding that leadership position from 1986 until 1989.

Constâncio maintained a long association with the Banco de Portugal, holding various positions including vice-governor throughout the late 1970s and 1980s. He served two distinct tenures as Governor, first in 1985–1986 and later from 2000 to 2010. His second tenure involved managing the country’s gold reserves and overseeing the financial sector. He also worked as an executive director at the Banco Português de Investimento during the 1990s, where he oversaw market risk and accounting.
European Central Bank and Later Career
In 2010, Constâncio was appointed Vice-President of the European Central Bank, a role he held until June 2018. During this period, he became noted for his emphasis on economic growth. Following the conclusion of his term, he moved into academia once more. As of 2018, he holds a professorship at the University of Navarra, School of Economics & Business Administration. He is also a Distinguished Fellow at the Center for Economic and Policy Research.
