Early Education and Career
Born in 1937 in the Đức Phổ District of Quảng Ngãi Province, Lương relocated to Hanoi in 1954 following the completion of his secondary education. He pursued technical studies at the Hanoi University of Mining and Geology, which provided the foundation for his professional life as a cartographer. He integrated into the Communist Party of Vietnam in 1959, beginning a climb through the administrative ranks that would eventually lead to top-tier government appointments.

By the 1970s, Lương functioned as an active party official. His executive experience expanded significantly in 1987 when he was appointed Deputy Prime Minister, a position he held for one full decade. Following his induction into the Politburo in June 1996, his influence within the party solidified. On September 24, 1997, he attained the presidency, subsequently securing re-election in 2002. His tenure concluded on June 24, 2006, when he announced his resignation alongside Prime Minister Phan Văn Khải.
Honours and Final Years
Throughout his career and retirement, Lương received several decorations for his service. These included the Gold Star Order in 2007, the Order of Friendship in 1997, and the Grand Cross of the Legion of Honour in 2002. He also served as an honorary professor at the Russian Academy of Sciences. Lương died in Hanoi on May 20, 2025, at the age of 88. Following a state funeral at the National Funeral House on May 24 and 25, he was interred in his home district of Quảng Ngãi.
