Academic Foundation
Born in Athens in 1946, Fotiou completed her initial studies in architecture at the National Technical University of Athens in 1969. She later expanded her expertise in urban planning by earning a postgraduate degree at Paris Nanterre University in 1980. Her pedagogical career began at the National Technical University of Athens in 1972, where she maintained a long-standing role as a teacher. She also engaged with international academic environments as a visiting professor at the Royal College of Art, The Bartlett, and the Barcelona Architecture School.

Fotiou executed large-scale institutional designs during the 1990s, including the Technical University of Crete in Chania and the Faculty of Humanities at the University of Crete in Rethymno. Her portfolio includes interior design work, such as the renovation of the Bank of Greece head office meeting room, and the design of the new library for the Philosophical Faculty of Athens University. Additionally, she co-founded the European Design Age Network, an initiative focused on housing and design solutions for the elderly.
Legislative Tenure
Entering national politics during the May 2012 elections, Fotiou secured a seat in the Hellenic Parliament on the Syriza state list. She served as Alternate Minister of Social Solidarity from January 2015 until July 2019, working within the first and second Tsipras Cabinets. Her parliamentary service continued through 2023, representing the Athens B constituency. In 2023, she left Syriza to join the New Left party, later transitioning to the status of an independent member in June 2026.
