This firm secured exploration rights in the Ulug-Khemsky District of Southern Siberia, eventually developing a major coking coal deposit. The Russian Federation supported this infrastructure development with 1.5 billion dollars in investment. By the late 2000s, his holdings were consolidated under the United Industrial Corporation, which held an estimated value exceeding 12 billion dollars.
Political and Legal Challenges
His tenure as a member of the Federation Council coincided with his role as a public figure and investor. Following 2010, his Russian assets faced expropriation, leading to prolonged legal battles. He notified Russian authorities of an impending claim in the International Tribunal in The Hague in 2012. Subsequently, his assets in England were subject to freezing orders by the London High Court in 2014, and he was declared wanted by the Russian Interpol bureau.
