Pope Francis elevated Sebastian Francis to the rank of cardinal priest in 2023, marking the second time a Malaysian has received this honor. Born on 11 November 1951 in Johor Bahru, Francis has dedicated his professional life to the Catholic Church, serving in diverse roles ranging from parish vicar to his 2012 appointment as the Bishop of Penang.
Early Education and Formation
Francis began his primary schooling at St. Joseph's Primary School in Johor Bahru in 1958. By 1964, he moved to Singapore to attend Montfort Secondary School, finishing his studies in 1967. During this time, he lived with the Brothers of St. Gabriel and eventually entered the Saint Francis Xavier Minor Seminary. He continued his theological studies at the College General in Penang, leading to his ordination as a priest on 28 July 1977.

Following his ordination, Francis served as parish vicar at St. Francis Xavier in Malacca and the Immaculate Conception in Johor Bahru. He pursued advanced theological training in Rome, earning a licentiate in dogmatic theology from the Pontifical University of Saint Thomas Aquinas in 1983. Later, he completed a degree in justice and peace studies at the Maryknoll School of Theology in New York in 1991.
Leadership and Administrative Roles
Over several decades, Francis held significant administrative positions, including vicar general of Malacca-Johor from 1988 to 2001 and again from 2003 to 2012. He also served as the president of the Catholic Bishops' Conference of Malaysia, Singapore and Brunei between 2016 and 2023. Currently, he chairs the Office of Social Communication for the Federation of Asian Bishops' Conferences.
Episcopal Appointment
On 7 July 2012, Benedict XVI named Francis the fifth bishop of the Diocese of Penang. His consecration took place on 20 August 2012 at St Anne’s Church in Bukit Mertajam, with Archbishop Murphy Nicholas Xavier Pakiam presiding. In 2023, he was assigned the title of Santa Maria Causa Nostrae Laetitiae as a cardinal priest and later participated in the 2025 papal conclave.
