Early Career and Education
Born in 1956 in Telšiai, Lithuania, Paksas pursued technical and aviation studies. He graduated from the Vilnius Gediminas Technical University and the Saint Petersburg State University of Civil Aviation. Paksas entered formal politics in 1997 when elected to the Vilnius City Council. He served as Mayor of Vilnius from 1997 to 1999 and again from 2000 to 2001. His national career included two terms as Prime Minister of Lithuania, first in 1999 and subsequently from 2000 to 2001. Both tenures ended prematurely due to internal disagreements regarding privatization policies and economic reforms.
Presidency and Impeachment
After founding the Liberal Democratic Party in 2002, Paksas campaigned on an anti-establishment platform. His presidency, which began in February 2003, faced severe scrutiny within months. Allegations arose concerning the illegal granting of citizenship to campaign donor Yury Borisov and potential links to organized crime. On April 6, 2004, the Seimas voted to remove him from office on charges involving the unauthorized disclosure of classified information and illegal business interference.
Legislative Work and Later Status
Following his removal, Paksas served in the Seimas from 2000 to 2003 and later transitioned to European politics. He was a Member of the European Parliament for two terms, from 2009 to 2014 and again from 2014 to 2019.
