Raif Badawi

Raif Badawi founded the Saudi Liberal Network on 13 August 2006, creating an online forum for debating the governing methods and social structures of Saudi Arabia. His digital activism challenged conservative norms regarding religious authority and individual freedoms, ultimately leading to his arrest in 2012 on charges of insulting Islam through electronic channels.

Early Life and Influences

Born in 1984 in Khobar, Badawi was raised by his father and grandmother. His intellectual development was shaped by Diwaniya meetings—gatherings of thinkers and authors—and exposure to works by Arab authors who contested traditional religious viewpoints. At thirteen, a period of juvenile detention following a report of parental disobedience introduced him to the rigid mechanisms of the state’s disciplinary system.

Digital Activism and Ideology

The Saudi Liberal Network quickly grew to include at least 2,000 members by 2007. Badawi used this space to question established societal rules, specifically the mandatory male guardianship system for women and barriers to female employment. Despite identifying as a patriot and a Muslim, he argued for secular rights, maintaining that individuals should possess the autonomy to choose their personal beliefs without state interference.

Legal Proceedings and Imprisonment

Following years of frequent interrogations by religious police, Badawi faced formal charges in 2012. Although he initially faced an apostasy accusation that carried a potential death penalty, he remained in the judicial system on charges of insulting Islam. In 2013, he received a seven-year sentence and 600 lashes, which was increased in 2014 to ten years in prison, 1,000 lashes, and a fine of one million Saudi riyals.

Release and Ongoing Restrictions

The implementation of his sentence began on 9 January 2015 with the first 50 lashes. Worsening health and international pressure led to subsequent delays. After serving a full ten-year term, Badawi was released from Dhahban Central Prison on 11 March 2022. Despite his freedom, he remains subject to a ten-year travel ban, preventing his departure from the kingdom.
