Early Education and Professional Background
Born in Phasi Charoen, Bangkok, on 5 December 1953, Phumtham completed his secondary education at Taweethapisek School. He pursued undergraduate studies at Chulalongkorn University, graduating with a Bachelor of Political Science in 1975, and later returned to obtain a Master of Political Science in 1984. He also attended the National Defence College of Thailand. Outside of government, he worked in the private sector, serving as the chief executive officer of Shin Corporation between 1997 and 1998.

Phumtham held membership in the Communist Party of Thailand from 1977 until 1978 before joining the Democrat Party, where he remained until 1997. He later aligned with Thai Rak Thai. In 2005, he secured an appointment as Deputy Minister of Transport, a role he maintained until the 2006 military coup. Following a five-year political ban imposed on party executives in 2007, he operated as a media strategist and later served as the Director, Secretary-General, and Deputy Leader of the Pheu Thai Party between 2012 and 2013.
Ministerial Tenures and Acting Premiership
Following the 2023 general election, he served as Deputy Prime Minister and Minister of Commerce. His portfolio expanded to include Minister of Foreign Affairs in April 2024 and Minister of Defence in the Paetongtarn cabinet. As acting Prime Minister in 2025, he managed the escalation of the Cambodia–Thailand border conflict and attempted to dissolve parliament in September, a move ultimately rejected by the Privy Council. He also served as Minister of Interior during 2025.
