Early Political Involvement
Born in Vĩnh Long Province on 11 June 1912, Pham Hung joined the Communist Party of Indochina in 1930. His early activism against French colonial authorities resulted in a death sentence for the killing of a landowner, which was subsequently commuted to imprisonment. He benefited from an amnesty in 1936, though he faced further incarceration on the prison island of Poulo Condore from 1939 until 1945. Following his release, he emerged as a leader within the Nam Bo Regional Committee, overseeing security operations in the southern region of the country during the First Indochina War.

In 1951, he secured a seat on the Central Committee of the party and later assumed a deputy secretary role within the Central Committee Southern Branch. Following the 1954 Geneva Accords, he moved to Hanoi, joining the Politburo in 1957. Between 1956 and 1958, he directed the Central Reunification Committee. By 1967, operating under the alias Bay Cuong, he assumed leadership of the Central Office for South Vietnam, or COSVN, coordinating political and military strategy in the south.
Government and Final Years
Following the war, Pham Hung continued his work within the Politburo. He served as the Minister of the Interior starting in 1979. In 1987, he succeeded Phạm Văn Đồng as Prime Minister of Vietnam. His service also included a mandate as a member of the National Assembly of Vietnam. His career concluded on 10 March 1988, when he died in Ho Chi Minh City from a myocardial infarction at age 76.
