Phạm Minh Chính took office as the eighth prime minister of Vietnam on 5 April 2021, succeeding Nguyễn Xuân Phúc. Early Education and Professional Training
Born in 1958 in Hậu Lộc, Chính pursued an extensive academic path that bridged domestic and international institutions. After completing his initial studies at Hanoi University, he moved to Romania in 1976. There, he attended the Technical University of Civil Engineering of Bucharest, gaining proficiency in both engineering and the Romanian language. His academic credentials later expanded to include a Doctor of Law degree and an Advanced Degree in Political Theory from the Ho Chi Minh National Academy of Politics. He holds the academic rank of associate professor in national security studies.

Chính built his early professional foundation within the intelligence sector, beginning his service in January 1985. His career trajectory included work as an officer at the Vietnamese Embassy in Romania during the early 1990s. Upon returning to domestic service, he held various leadership positions within the Ministry of Public Security, including Deputy Head of the Department of Europe and roles as a deputy director of multiple departments. These years of civil service culminated in his attainment of the rank of lieutenant general.
Party Leadership and Premiership
In 2011, Chính began his term as Party Secretary of Quảng Ninh province, a role he maintained until 2015. He was admitted to the Central Committee of the Communist Party of Vietnam in 2010 and ascended to the Politburo in 2016. Following his election as prime minister in 2021, he also took on responsibilities as the Vice Chairman of the National Defense and Security Council. Within the Communist Party hierarchy, he holds a ranking directly following the General Secretary and the President.
Pandemic Response and Economic Policy
The onset of his premiership coincided with the resurgence of COVID-19. Serving as the head of the COVID-19 National Steering Committee, Chính oversaw the implementation of social distancing measures and a national vaccination strategy. To address financial constraints, he signed Resolution 53/NQ-CP to establish a vaccine fund. Following these health measures, his administration prioritized economic recovery, which resulted in positive GDP growth for 2021 and record-breaking performance in 2022.
