Commanding the 47th Assault Aviation Regiment during the Second World War, Nelson Stepanyan completed 239 combat sorties as a Soviet Il-2 pilot. Known as the Storm Petrel of the Baltic Sea, he specialized in low-altitude attacks against German naval forces and armored columns, eventually earning the title of Hero of the Soviet Union on two separate occasions.
Early Career and Military Training
Born in Shusha in 1913, Stepanyan moved to Yerevan where he received his early education. He developed his aviation skills through formal military training, graduating from the Bataysk Military Aviation School in 1935. He served as a flight instructor for three years before transitioning into combat roles. His professional background also included schooling at the Baku Military Infantry School and the Krasnodar Higher Military Aviation School of Pilots.

Following the German invasion of the Soviet Union in June 1941, Stepanyan participated in defensive actions across Poltava, Zaporozhye, and Odessa. As a pilot in the Baltic Fleet’s 8th Aviation Brigade, he became a central figure in the defense of Leningrad. By late 1942, his combat record included the destruction of 67 tanks, 78 trucks, and twenty merchantmen or warships. He eventually attained the rank of podpolkovnik while leading aerial offensives over Sevastopol and Feodosia.
Final Sortie and Legacy
On 14 December 1944, during an assault near Liepāja, western Latvia, Stepanyan’s aircraft sustained critical hits from anti-aircraft fire. Despite being wounded, he performed a final maneuver by diving his damaged plane into a cluster of German ships, dying alongside his navigator, Aleksandr Rumiantsev. Posthumously awarded his second Gold Star medal, he remains a subject of historical commemoration through multiple statues located in Yerevan, Kaliningrad, and other regions, as well as various streets and institutions bearing his name.
