Early Education and Political Development
Born in 1898, Liu received a modern education in various private schools throughout Hunan Province. His early exposure to political texts and historical events shaped his trajectory toward activism. He later expanded his knowledge and ideological grounding at the Communist University of the Toilers of the East, where he refined the Russian language skills that supported his interactions within the international communist movement.

Liu emerged as a persistent organizer for the Chinese Communist Party. Between 1954 and 1959, he served as the Chairman of the Standing Committee of the National People's Congress. As a member of the Politburo Standing Committee from 1956 to 1968, he became a top-ranking official. These roles facilitated his influence over national policy, particularly regarding economic reconstruction efforts initiated in the early 1960s.
Political Purge and Death
During the height of the Cultural Revolution in the late 1960s, Liu faced severe political opposition. Stripped of his titles and influence, he was placed under house arrest in 1967. His career and life ended in Kaifeng in 1969, where he died while still in detention. It was not until 1980 that the government undertook his formal rehabilitation, effectively reversing the labels applied to him during his final years.
