Early Career and Ukrainian Service
Born on 15 March 1970 in Luhansk, Pasechnik attended the Donetsk High Military Political School of Engineering and Communication Forces. His career began within the Security Service of Ukraine (SBU), where he served in Luhansk Oblast. He gained public attention in August 2006 for intercepting significant quantities of contraband at the Izvaryne border checkpoint, an action that resulted in him receiving the Medal For Military Service to Ukraine from President Viktor Yushchenko in 2007 for demonstrating integrity.

In 2014, Pasechnik aligned with pro-Russian movements, accepting the role of Minister of State Security for the Luhansk People's Republic. He managed security operations and oversight of detention facilities within the territory until 2017. Following an internal power struggle involving Igor Plotnitsky and Interior Minister Igor Kornet in November 2017, Pasechnik was appointed as the acting head of the LPR. The People's Council formally ratified this leadership change shortly thereafter.
Political Shifts and Annexation
Throughout his tenure, Pasechnik navigated complex political landscapes, including the application of the Minsk agreements. In December 2021, he joined the political party United Russia, receiving his membership card from Dmitry Medvedev. By September 2022, following a referendum, he participated in a ceremony in Moscow where President Vladimir Putin announced the formal incorporation of the region into Russia. He continues to hold his leadership position in an acting capacity.
