The Emergency Surgery and Children's Trauma Department of the Moscow Pediatric Scientific Research Institute has operated under the leadership of Leonid Roshal since 1981. A surgeon and pediatrician by training, he has spent decades navigating the intersection of clinical emergency medicine, humanitarian crisis intervention, and the complex political landscape of the Russian Federation.
Medical Career and Emergency Response
Born in 1933 in Livny, Leonid Roshal pursued his medical education at the Russian National Research Medical University, eventually earning a Doctor of Sciences in Medicine. His career shifted toward emergency care when he began managing the children's trauma division at Moscow's pediatric research facility. In 1988, he deployed to Armenia to assist in medical relief efforts following a massive earthquake. By 2003, he expanded his administrative responsibilities by taking charge of the Moscow Institute of Emergency Children's Surgery and Traumatology, an institution currently managing the treatment of 60,000 pediatric patients annually.

Roshal became a public figure during high-stakes hostage crises. During the 2002 Moscow theater siege, he acted as a negotiator with terrorists. He performed a similar role during the 2004 Beslan school hostage crisis, where he attempted to secure food and water for the captive children. Following the resolution of the Beslan siege, he coordinated the medical teams tasked with treating the severe burn injuries sustained by the survivors.
Political Involvement and Sanctions
His political life has been characterized by shifting alignments and vocal commentary. While he initially criticized the war in Chechnya and the detention of Mikhail Khodorkovsky, he later became a supporter of Vladimir Putin. In 2013, he joined the central headquarters of the All-Russia People's Front. His public rhetoric has included anti-gay sentiments expressed during a 2013 press conference regarding Russian legislation. In February 2023, the European Union implemented sanctions against him, citing his leadership role within the All-Russia People's Front and his public support for military actions against Ukraine.
