The 16 Word Guideline for bilateral relations between Vietnam and China was announced in 1999 following a high-level meeting in Beijing conducted by Le Kha Phieu. This initiative served as a foundational element of his tenure as the General Secretary of the Communist Party of Vietnam, a role he occupied during a period of transition in regional diplomacy.
Military Career and Early Political Activity
Born in Thượng Phúc village, Thanh Hóa Province, on 27 December 1931, Le Kha Phieu entered the local Viet Minh movement in 1945 and secured membership in the Indochinese Communist Party by 1948. He began his military service in 1950, eventually rising to the rank of colonel general. His career included roles as Head of the General Political Department of the Vietnam People's Army, with active participation in both Indochina Wars and the military operations in Cambodia. By the early 1990s, his progression through the party hierarchy led to his elevation to the Politburo.

Take the IQ test →Leadership of the Party
Le Kha Phieu served as General Secretary of the Communist Party of Vietnam and Secretary of the Central Military Commission from 1997 until 2001. During this timeframe, he oversaw significant diplomatic adjustments, including the resolution of maritime disputes in the Gulf of Tonkin and land border negotiations involving the Friendship Pass. While initially labeled a conservative, his later observations regarding the party's excessive control over state affairs challenged this categorization. He navigated complex trade negotiations with the United States, occasionally delaying agreements due to perceptions of potential friction with Chinese leadership.
Recognition and Final Years
Over his lifetime, he received numerous state honors, including the Gold Star Order, the Military Exploit Order, the Feat Order, and the Glorious Fighter Medal. He was also a recipient of the Liberation Order in three classes, the Order of José Martí, and the Glorious Fighter Medal. In 2014, he was recognized with a 65-year party membership badge. Le Kha Phieu passed away in Hanoi on 7 August 2020 at the age of 88. A national mourning period followed, and he was interred at Mai Dịch Cemetery.
