Academic and Professional Foundation

Daibes completed her academic training at the Leibniz University Hannover, where she earned a PhD in Architecture. Before transitioning into senior governmental roles, she directed the Center for Preserving Cultural Heritage in Bethlehem. Her background in urban planning and cultural heritage management provided the foundation for her later work as a lecturer in the Tourism Masters Program at Bethlehem University.

Governmental Tenure

Beginning in 2007, Daibes held multiple ministerial positions within the Palestinian Authority. She served as the Minister of Tourism and Antiquities from 2007 until 2012, navigating the shifting administrative requirements of the national unity and emergency governments. During the early portion of this period, specifically between 2007 and 2009, she simultaneously fulfilled the duties of the Minister of Women's Affairs.

Diplomatic Assignments

Following her tenure in the Palestinian cabinet, Daibes shifted her focus toward international relations. In 2013, she began an eight-year appointment as the ambassador of Palestine to Germany, a role she occupied until 2021. She maintains active involvement in institutional governance as a member of the Higher Presidential Committee of Churches Affairs in Palestine.
