Medical Education and Hacettepe University
Doğramacı pursued medical studies at Istanbul Faculty of Medicine, Ankara University, Washington University in St. Louis, and Harvard University. Appointed professor of pediatrics in 1955, he established the Child Health Department within Ankara University. His expansion of this department led to the official founding of Hacettepe University in 1967. He provided significant financial support through the Hacettepe Education Foundation and Hacettepe Health Foundation to accelerate the development of the campus.

In 1984, Doğramacı established Bilkent University, the first private university in Turkey. To ensure its financial independence, he founded corporate entities such as Tepe Construction, grouping them under Bilkent Holding. He donated his personal fortune to the institution, and his heirs relinquished rights to these holdings. Beyond higher education, he expanded into secondary education by inaugurating the Bilkent Erzurum Laboratory High School in 2007.
Global Public Health Contributions
An active participant in international health governance, Doğramacı was a co-ratifier of the World Health Organization constitution in 1946. His tenure included serving as president of the International Pediatric Association and as chairman of the UNICEF executive board. He remained involved in global dialogue, notably co-founding the Assembly of the Parliament of Cultures in 2004 to strengthen intercultural understanding.

Doğramacı served as the founding president of the Council of Higher Education of Turkey from 1981 to 1992.
