Born on 11 February 1950 in the Pasinler district of Erzurum Province, Güllüce is the son of Hüseyin and Sıddıka Güllüce. He pursued higher education in the technical sciences, specifically civil engineering, at Yıldız Technical University in Istanbul. He later expanded his academic profile by earning a Master's degree in Organization Management from the Gebze Institute of Technology.

Before his national political career, Güllüce worked as an engineer and manager at various construction sites in Libya. He eventually transitioned into the private sector as a managing director and business partner. His entry into public life began at the local government level, where he served three legislative terms as the Mayor of the Tuzla municipality. Additionally, he participated in the Üsküdar city council and functioned as the deputy chairman of the Istanbul Metropolitan city council. During this period, he authored a book titled Problems of Regional Governments and Their Solutions.
Parliamentary Tenure
Güllüce secured election to the Grand National Assembly of Turkey in 2007, representing the Justice and Development Party (AKP) for Istanbul's first electoral district. He successfully maintained his seat in the 2011 general election. Between 2009 and 2013, he chaired the parliamentary Public Works, Transportation and Tourism Commission. His parliamentary service concluded in November 2015.
Public Recognition
The Tuzla İdris Güllüce Cultural Center, established in 2005, bears his name. The facility features a theatre designed to accommodate an audience of 460 people.
