Early Ministry and Education
Born in the town of Batangas in 1932, Rosales expressed an early intent to enter the clergy. He completed his foundational education in local schools before pursuing theological studies at the San José Seminary. Ordained a priest on March 23, 1958, by Bishop Alejandro Olalia, he spent twelve years teaching at the St. Francis Minor Seminary. His first parochial appointments included service at St. Vincent Ferrer Parish in Lipa and the Immaculate Conception Parish in Batangas City.

Rosales began his rise through the church hierarchy in 1974 when he was named titular bishop and auxiliary bishop of Manila, a historic appointment as he was the first Batangueño to hold the position. During this time, he managed ecclesiastical districts in Rizal and Manila South, while also serving as rector of the San Carlos Seminary. By 1982, he moved to Malaybalay as coadjutor bishop, and in 1984, he was canonically installed as the diocesan bishop of that region. He returned to his home diocese as Archbishop of Lipa in 1992.
Leadership of the Manila Archdiocese
In 2003, Pope John Paul II appointed Rosales as the Metropolitan Archbishop of Manila, succeeding Cardinal Jaime Sin. During his tenure, which lasted until 2011, he oversaw significant institutional operations and briefly served as apostolic administrator of the Diocese of Pasig. His leadership was marked by involvement in national discourse, where he publicly addressed government actions and debated administrative mandates, such as those involving the National Statistics Office regarding wedding solemnization protocols.
Cardinalate and Legacy
Elevated to the College of Cardinals by Pope Benedict XVI in 2006, Rosales was assigned the title of cardinal-priest of Santissimo Nome di Maria in Via Latina. He served on the Council of Cardinals for the Study of Organizational and Economic Concerns of the Apostolic See starting in 2007. Following his retirement from active governance in 2011, he marked his 50th episcopal anniversary in 2024 and his 60th anniversary as a priest in 2018, receiving recognition from Cardinal Jose Advincula in 2026 for his long-term service.
