Before his elevation to the presidency, Kafi established his political and military standing through decades of service. During the Algerian struggle for independence from France between 1954 and 1962, he participated in the underground forces and achieved the rank of colonel. His career subsequently shifted toward international representation, where he functioned as an ambassador for Algeria. His diplomatic postings included tenures in Syria, Egypt, Iraq, and Italy.

The High Council of State emerged as the governing body of the nation during a time of instability. As a member of this collective, Kafi represented the political and military interests of the state. He assumed the lead position of the council in 1992, effectively acting as the head of state. This period was marked by ongoing efforts to manage the country until the transition of power in early 1994.
Personal Life and Final Years
Born in El Harrouch on 7 October 1928, Kafi lived to the age of 84. He maintained citizenship in both France and Algeria throughout his life. His religious status was recorded as atheism. In his later years, Kafi sought medical care in Geneva, Switzerland, where he passed away on 16 April 2013. The Algerian government observed eight days of national mourning following his death. He was interred at the El Alia Cemetery.
State Honours
In recognition of his service to the nation, Kafi was appointed to the highest tier of the country’s honours system. He held the position of Grand Master of the Algerian National Order of Merit, a rank signifying his status within the established order of the state.
