Early Career and Organizational Role
Born in 1937 in Abu Dis, Qurei held Jordanian citizenship during his formative years. He built his reputation within the Palestine Liberation Organization by managing the organization's foreign and economic investment branches during the 1970s, which positioned the group as a major employer in Lebanon. He eventually transitioned to higher administrative responsibilities, rising to the Central Committee of Fatah in 1989.

Qurei was instrumental in the 1993 Oslo Accords and subsequently founded the Palestinian Economic Council for Development and Reconstruction. He served as the Speaker of the Palestinian Legislative Council from 1996 to 2003. During this time, he participated in significant diplomatic efforts, including the 2000 Camp David Summit and the Taba Summit, representing Palestinian interests in negotiations regarding the peace process.
Tenure as Prime Minister
Appointed to the premiership in October 2003, Qurei faced significant challenges, including disputes with President Yasser Arafat over security control and cabinet appointments. His government dealt with the aftermath of internal conflict in the Gaza Strip and the implementation of the road map for peace. He remained in office through the death of Arafat and the 2005 presidential election, eventually resigning in early 2006 following the legislative victory of Hamas.
Later Years and Legacy
In his final years, Qurei transitioned into academic writing, publishing multiple books detailing his experiences with peace negotiations, including works focused on the Second Intifada and the Oslo process. He remained a commentator on regional politics, eventually advocating for a reconsideration of the one-state solution. He died in 2023 in Ramallah and was buried in Abu Dis, receiving the Order of the Star of Honour posthumously in 2022.
