Born in Dakar on 13 April 1953, Abdoul Mbaye pursued his higher education across both Senegal and France. He attended the University of Dakar, which is now known as Université Cheikh Anta Diop. Mbaye spent decades working within the financial sector. He began his professional journey in 1976 as an economist within the research department of the Central Bank of West African States. By 1981, he was appointed Director of the Division of Planning at the International Monetary Fund. His subsequent roles included serving as CEO of Banque de l'Habitat du Sénégal and leading the restructuring efforts for BIAO-Sénégal in 1990. As head of the Compagnie Bancaire de l'Afrique Occidentale, he introduced early leasing and investment funds to West Africa. Additionally, he held leadership roles within the Federation of Associations of Banks and Financial Institutions of the West African Economic and Monetary Union and later managed Attijari Bank Senegal.
Prime Ministerial Appointment
On 3 April 2012, President Macky Sall selected Mbaye to lead the government, replacing the outgoing Prime Minister, Souleymane Ndéné Ndiaye. Mbaye assumed his duties officially on 5 April 2012. He oversaw a 25-member cabinet that included notable political figures, such as Youssou Ndour in the Ministry of Culture and Tourism and Aminata Touré as the Minister of Justice. The cabinet composition reflected a broad coalition involving the Socialist Party of Senegal, the Alliance of the Forces of Progress, and the Rewmi party.
