Formative Years and Education
Born to Pablo Orsi and Carmen Martínez, he spent his youth in the rural Canelones Department. His family later relocated to the city of Canelones, where he attended Primary School No. 110 and Liceo Tomás Berreta. He pursued a degree in international relations at the University of the Republic in 1986, though he withdrew after one month. He ultimately enrolled at the Instituto de Profesores Artigas, graduating as a history teacher in 1991. During his early years, he participated in folk dance and served as an altar boy.

Orsi entered public office following his tenure as an educator in the Canelones, Florida, and Maldonado departments. In 2005, he became Secretary General of the Intendancy of Canelones under Marcos Carámbula. He won his first term as Intendant of Canelones in 2015, securing 37% of the vote. He resigned in February 2020 to focus on re-election efforts, returning to the post in November 2020 and serving until 2024.
Rise to the Presidency
A member of the Movement of Popular Participation, Orsi established his role within the Broad Front coalition early in his career. His 2024 presidential campaign gained official support from party sectors in March 2023. Following a plurality victory in the October 2024 general election, he defeated Álvaro Delgado in the November runoff. Upon his victory, he consulted with former president José Mujica and transition officials led by outgoing president Luis Lacalle Pou to finalize his administration, which officially commenced in March 2025.
