Early Formation and Education
Born in 1941 in Matatiele, Western Cape, Napier entered the Franciscan novitiate in Killarney. He pursued undergraduate studies at University College Galway, earning a degree in Latin and English in 1964. Appointed apostolic administrator of Kokstad in 1978, he became bishop of the diocese in 1980. In 1992, he succeeded Denis Hurley as Archbishop of Durban, a position he held until his resignation was accepted by Pope Francis in 2021. Pope John Paul II elevated him to the College of Cardinals in 2001, assigning him the titular church of San Francesco d'Assisi ad Acilia.
Political and Social Engagement
During the early 1990s, Napier participated in mediation efforts surrounding the transition to democracy in South Africa, including the 1991 Peace Accord. He led the Southern African Catholic Bishops' Conference during two separate terms. His tenure included diverse administrative roles, such as serving as apostolic administrator of Umzimkulu from 1994 to 2009.
Theological and Public Positions
As a cardinal elector, he participated in the 2005 and 2013 papal conclaves. He has frequently addressed social issues, maintaining conservative stances on family structure, HIV prevention programs, and abortion. He also served on the Pontifical Council for the Pastoral Care of Health Care Workers and has contributed to the publication The Southern Cross.
