Russian banker

The 1994 collapse of the Russian ruble, known as Black Tuesday, occurred under the supervision of Viktor Gerashchenko during his tenure as Governor of the Central Bank of Russia. A career economist and state banker, Gerashchenko navigated the transition from the Soviet-era financial system to the post-Soviet market economy, often attracting intense criticism for his unconventional monetary policies.

Early Career and Soviet Banking

Born in Saint Petersburg in 1937, Gerashchenko received his education at the Finance University under the Government of the Russian Federation. He spent his early career operating within the Soviet banking infrastructure, eventually moving into international finance. At age 28, he assumed the role of director of the Moscow Narodny Bank in London. By 1989, he became the final governor of the State Bank of the USSR.

Central Bank Governance

Gerashchenko served two distinct periods as the Governor of the Central Bank of Russia, first from 1992 to 1994 and again from 1998 to 2002. His first term was marked by instability, including accusations of illegal capital supply to anti-reform factions and the 1994 currency crash. Following his resignation in 1994, he returned to office after the 1998 financial crisis, a period during which he oversaw a rapid economic recovery.

Political and Corporate Transition

Upon his final resignation from the Central Bank in 2002, Gerashchenko moved into the private sector as chairman of the board for the oil company Yukos. He also entered formal politics, serving as a member of the State Duma from 2003 to 2007. During this time, he sought the presidency of the Russian Federation in 2004, though the Central Election Commission refused his registration.

Decorations and Death

Throughout his career, Gerashchenko received numerous state honors, including the Order of the Red Banner of Labour, the Order of Friendship of Peoples, and the Order for Merit to the Fatherland, 3rd class. He was also awarded the Jubilee Medal for the 100th Anniversary of the Birth of Vladimir Ilyich Lenin, the Medal for Labour Valour, and the Medal for the 850th Anniversary of Moscow. He died in Moscow in 2025.
