Valerii Zaluzhnyi served as the Commander-in-Chief of the Armed Forces of Ukraine from July 2021 until February 2024, navigating the military through the initial years of the full-scale Russian invasion. A professional officer who rose through the ranks after Ukraine gained independence, he implemented significant decentralization within the Ukrainian military command structure during his tenure.
Military Education and Early Service
Born in 1973 in Zviahel, Zaluzhnyi pursued a career in the armed forces following his graduation from the Zviahel Machine-Building Technical School. He attended the Odesa Institute of Land Forces, graduating in 1997, and subsequently completed studies at the National Academy of Defence of Ukraine in 2007. Later, he earned a master’s degree in International Relations from the National University of Ostroh Academy in 2020 and attained a Doctor of Philosophy degree.

Zaluzhnyi held various leadership roles prior to his appointment as Commander-in-Chief. He commanded the 51st Guards Mechanized Brigade from 2009 to 2012. In 2017, he served as Chief of Staff of the Operational Command West, followed by a role as Chief of the Joint Operational Staff in 2018. In 2019, he assumed command of the North Operational Command, a position he occupied until he was elevated to the highest military post in the nation in 2021.
Leadership During the Invasion
Upon his promotion to General of the Army of Ukraine in March 2022, Zaluzhnyi focused on delegating authority to brigade commanders and integrating NATO standards into Ukrainian military operations. His approach emphasized rapid adaptation to shifting battlefield conditions. In 2024, he concluded his service as Commander-in-Chief and subsequently transitioned into a diplomatic role, serving as the Ambassador of Ukraine to the United Kingdom.
Distinctions and Public Recognition
Zaluzhnyi has received numerous state honors, including the title Hero of Ukraine and the Order of the Gold Star in 2024. His other decorations include the Cross of Military Merit, awarded in 2022, and the Order of Bohdan Khmelnytsky. Beyond his military career, he is an author, having published the work Politics and War: Reality vs Expectations.
