Since 1 August 2018, Toomas Asser has served as the Rector of the University of Tartu, leading the institution following his election during extraordinary proceedings on 26 April 2018. An Estonian medical scientist, his career integrates clinical neurosurgery with long-term academic administration and high-level responsibilities across several national and European research organizations.
Medical Training and Neurosurgical Research
Born in 1954 in Jõhvi, Asser completed his primary education at Nõo Upper Secondary School in 1973. He subsequently entered the University of Tartu Faculty of Medicine, graduating in 1979. By 1987, he earned his PhD in Medicine at the Moscow N. Burdenko Institute of Neurosurgery, where he focused his dissertation on cerebral blood flow regulation and stereotactic operations utilizing original thermocautery. Further specialized training occurred between 1988 and 1989 at the Institute of Brain Diseases at Tohoku University in Japan.

Asser began his career as an assistant at the Neurology Clinic of Tartu State University in 1979. He transitioned to the role of Associate Professor of Neurology in 1989, eventually becoming a Professor of Neurosurgery at the University of Tartu in 1995. Between 1996 and 2018, he directed the Department of Neurology and Neurosurgery at Tartu University Hospital. From 2000 until 2009, he also managed administrative duties as the Dean of the University of Tartu Faculty of Medicine.
Scientific Contributions and Leadership
The research focus of Asser encompasses the clinical and molecular-biological aspects of brain tumors, pituitary surgery, intracranial aneurysms, spinal cord injuries, and functional surgery, specifically deep brain stimulation for Parkinson's disease. He became a member of the Estonian Academy of Sciences in 2011, later heading its Division of Biology, Geology and Chemistry beginning in 2014. Beyond his institutional role at Tartu, he serves as President of Universities Estonia and Vice-Chair of The Guild of European Research-Intensive Universities.
