Born in 1960 in Vanadzor, Armenia, Sargsyan pursued extensive studies in economics. He attended the Armenian State University of Economics and the Saint Petersburg State University of Economics, where he earned a Candidate of Economic Sciences degree. Sargsyan served as the Chairman of the Central Bank of Armenia from 1998 to 2008. During this period, he implemented international accounting standards, moving the country away from Soviet-era fiscal reporting. He oversaw the introduction of electronic payment systems, including CBA.NET for interbank transactions and the ARCA national payment platform. His regulatory efforts targeted money laundering and illicit financial activities, leading to the closure of several non-compliant institutions and the protection of citizen deposits.
Government and Diplomatic Tenure
Following his decade-long leadership at the central bank, Sargsyan served as the Prime Minister of Armenia from 2008 until 2014. He transitioned to international diplomacy shortly thereafter, acting as the Armenian ambassador to the United States from 2014 to 2016. Between 2016 and 2020, he held the position of chairman of the board for the Eurasian Economic Commission.
