Formative Years and Education
Born in 1977 in Kenya, Mulinge completed her early education in Nakuru. She attended St. Xaviers Primary School between 1983 and 1990, followed by Mary Mount Secondary School from 1991 to 1994. Her higher education took place at the University of Nairobi, where she earned a Bachelor of Science degree in Food Science and Technology in 2000.

Mulinge entered the professional workforce in August 2004, joining the European consumer products conglomerate Unilever. Her initial assignment as assistant regional brand manager for the laundry division was located in Durban, South Africa. In May 2005, she transitioned to a role as brand manager for the Sunlight product line in Nairobi, maintaining this position until January 2006.
Ascent Within Safaricom
In February 2006, Mulinge joined Safaricom, initiating a tenure that lasted over a decade. She served as manager for the company's pre-pay products until November 2007, then advanced to head of retail. Her subsequent roles included head of Safaricom Business, general manager for Enterprise Business, and eventually director of the consumer business unit. By May 2015, she reached the senior management team. In 2018, she briefly served as director of special projects following an unsuccessful appointment as CEO-designate at Vodacom Tanzania, which was prevented by the denial of a work permit by local authorities.
Senior Leadership in Telecommunications
Prior to her appointment at MTN Uganda, Mulinge served as chief customer officer at Safaricom from November 2018 to September 2022. This role involved direct reporting to the company's chief executive officer. Her current leadership role at MTN Uganda involves managing regional operations that follow the tenure of Wim Vanhelleputte.
