During the 2013-2014 Revolution of Dignity, he acted as commandant of the Trade Unions Building. His appointment as Governor of the National Bank of Ukraine in February 2014 placed him at the center of the country's economic management. During this tenure, the institution implemented inflation targeting and shifted toward flexible exchange rates, policies that faced intense scrutiny amidst rapid currency devaluation.

Following his term at the National Bank, Kubiv was re-elected to parliament in 2014.
