Academic Foundation and Early Career
Born in Vuno in 1908, Koleka attended the Italo-Albanian college of San Demetrio Corone in Cosenza before entering the University of Pisa. Upon graduating in 1934, he returned to Albania and participated in the 1935 Fier rebellion against King Zog, which led to his arrest. In 1940, he co-founded the Mani and Koleka Engineering Company, establishing his initial footprint in the technical sector.

Koleka participated in the resistance against the Italian occupation of Albania, which began in April 1939. He spent time in Yugoslavia before returning to the country in late 1939 to work with the communist underground. By 1943, he was a member of the General Council and General Staff at the Labinot Conference. Following the formation of new governmental structures in 1944, he became Minister of Public Works.
Economic Governance and Planning
Starting in 1948, Koleka held several key positions, including Minister of Communications and President of the State Planning Commission. In 1949, he was appointed Deputy Prime Minister. His tenure included a 1949 trade delegation to Moscow and the presentation of Albania's first Five-Year Plan in 1952. He resumed the chairmanship of the State Planning Commission in 1966, serving as a primary architect of the nation's post-war industrial development.
Parliamentary Tenure and Final Years
Koleka served as a member of the Parliament of Albania in every legislature from 1944 through 1990. He was also a member of the Politburo of the Party of Labor of Albania from 1948 to 1981. His honors include the Yugoslav Partisan Star and the Albanian Medal of Freedom, First Class. He died in Tirana in 2001.
