Clinical Background and Training
Born in Zagreb in 1965, Varga completed his degree at the University of Zagreb’s Faculty of Dentistry in 1990. By 1993, he began a four-year residency in prosthodontics at the Clinical Hospital Centre Zagreb. During this period, he expanded his technical exposure with a 1995 posting at the Branemark Implantology Clinic in Gothenburg, Sweden. By 1997, he assumed the role of head of surgical prosthetics within the Clinical Department of Oral Surgery at University Hospital Dubrava, overseeing specialized care for jaw and face surgery.

Between 2000 and 2002, he acted as a consultant for World Bank initiatives concerning healthcare reform in Croatia, simultaneously serving as assistant director of Clinical Hospital Dubrava. He later extended this consultative work to Bosnia and Herzegovina in 2008. His academic contributions include organizing the Resource Management in Health Care teaching module at the School of Public Health Andrija Štampar.
Political and Public Service
His tenure in the Ministry of Health and Social Welfare began in 2002, where he served as deputy minister for professional medical affairs until 2004. In 2007, the government assigned him to the working group preparing for European Union accession negotiations. After joining the Croatian Social Democratic Party in 2010, he led the Croatian Institute for Health Insurance from 2012 until his ministerial appointment in 2014. He has also served as a representative in the Croatian Parliament.
