The Society for the Promotion of Area Resource Centres (SPARC) was established in 1984 by Sheela Patel to provide advocacy for the pavement dwellers of Mumbai. Professional Foundations
Born in Mumbai in 1950, Sheela Patel completed her formal education at the Tata Institute of Social Sciences, where she earned a Masters in Social Work in 1974. Her early professional experience involved direct community engagement at the Nagpada Neighbourhood House. Patel co-founded SPARC alongside Prema Gopalan to address the housing and systemic challenges faced by marginalized populations in Mumbai. The organization eventually expanded its reach to influence slum development policies on a global scale. In the years that followed, she deepened her institutional impact by contributing to the National Technical Advisory Group for the Jawaharlal Nehru National Urban Renewal Mission and founding entities such as the Asian Coalition for Housing Rights and the Asian Women and Shelter Network.
Global Urban Networking
A key component of Patel's work is the creation of Slum Dwellers International. This network functions across 33 countries, connecting community-based organizations in Asia, Africa, Latin America, and the Caribbean. By integrating groups like the National Slum Dwellers Federation and Mahila Milan, she facilitates strategies that empower women's collectives to design, finance, and execute housing projects. Her research and writing, including numerous publications in Environment & Urbanization, document these methodologies for collecting data on informal communities.

Patel’s contributions to the field of urban planning and social work have been recognized through several accolades. In 2000, SPARC received the UN-Habitat Scroll of Honour Award. Her personal awards include the 2009 David Rockefeller Bridging Leadership Award and the 2011 Padma Shri, the fourth highest civilian honor in India.
