The 2008 global financial crisis forced a rapid reassessment of the expansive real estate and petroleum portfolio held by Shalva Chigirinsky, who at the time maintained a net worth estimated at 2.5 billion US dollars. An entrepreneur with diverse interests in Russia, he rose to prominence as a major shareholder of the London-listed oil company Sibir Energy.

Early Development and European Ventures

Born in 1949 in Kutaisi, Chigirinsky studied at the First State Medical University in Moscow before leaving the Soviet Union. By 1987, he resided in Spain and subsequently Germany, where he entered the real estate sector. He co-founded S+T Group Handels GmbH alongside banker Karl-Heinz Stock to conduct business operations within Russia. Following his return to his home country in the early 1990s, he managed various construction projects and later solidified his development influence through partnerships with Moscow city leadership.

Real Estate and Russian Land Ltd

In 1997, Chigirinsky consolidated his control by acquiring Stock's shares in S+T Group, rebranding the entity as ST Group. He later established the Moscow Development Company and STT Group LLC. By mid-2007, his portfolio via Russian Land Ltd encompassed over 2 million square meters of development. Notable projects included the reconstruction of the Rossiya Hotel and New Holland Island, as well as the proposed construction of the Russia Tower and Crystal Island. He frequently engaged architect Norman Foster for these large-scale urban schemes.

Petroleum Interests and Sibir Energy

Chigirinsky entered the energy sector in the 1990s, initially collaborating with BP to establish a network of Moscow gas stations. In 1999, he merged his interests in the Evikhon and Yugraneft companies with Sibir Energy, becoming the majority shareholder. He subsequently led the Moscow Oil and Gas Company and held senior roles within the Central Fuel Company. His efforts culminated in 2007 when he integrated refining and distribution assets, including the Moscow Oil Refinery, into a vertically integrated enterprise with the Moscow government.

Market Volatility and Legal Conflicts

Business operations faced significant pressure during the 2008 economic downturn as credit lines evaporated and demand for property plummeted. Prior to this, Chigirinsky navigated complex ownership disputes, notably a 2004 conflict involving Sibneft-Yugra, where he alleged the dilution of his stake in oil field assets. His expansion plans, including a planned 2008 London Stock Exchange IPO with an expected valuation of 10 billion dollars, were heavily impacted by the shifting financial climate.
