Political Influence and Public Role

Though he held no official government title, his influence within the Libyan administration grew significantly throughout the 2000s. He functioned as a primary conduit for international corporations seeking engagement with the Libyan government, including firms like Siemens, the ABB Group, and SNC-Lavalin. By 2015, observers widely identified him as his father's heir apparent. His public posturing included a notable 2008 speech in Sabha where he claimed he would withdraw from state affairs, a stance that contrasted with his central role in managing the nation's political and diplomatic access.

Charitable Organizations and Human Rights

In 1998, he established the Gaddafi International Foundation for Charity Associations, an organization that played a role in mediating hostage situations and handling the HIV trial crisis in Libya. Through this foundation, he facilitated the entry of Amnesty International and Human Rights Watch into the country in 2009. These organizations observed a restrictive climate while acknowledging minor shifts in human rights discourse. By December 2010, the foundation signaled an end to its involvement in human rights advocacy.

Legal Challenges and Final Years

Following the outbreak of the Libyan Civil War, the International Criminal Court issued an arrest warrant for him in June 2011 on charges of crimes against humanity. He was captured by the Zintan militia in November 2011 and subsequently held in Zintan custody. After a 2015 death sentence in a trial conducted in absentia, he was released in 2017 and later received amnesty from the Tobruk-based government. His attempts to run in the 2021 presidential election met with temporary rejection and subsequent reinstatement. On 3 February 2026, unidentified gunmen assassinated him at his residence.
