Cognitive Technologies, a software development enterprise established by Olga Uskova in 1992, secured a contract with Corel Corp a year later for its Cuneiform OCR system. This agreement preceded a deal with Hewlett-Packard that integrated Uskova’s software into all scanners sold by the manufacturer in Russia, marking a significant milestone for an Eastern European technology firm.

Early Career and Education

Born in 1964 in Moscow, Uskova entered the technology sector following her graduation from the National University of Science and Technology in 1989. She attained a PhD in Science in 1991, focusing on artificial intelligence research. Her academic foundation was established in a household of programmers, as her father, Anatoly Uskov, led the Artificial Intelligence Laboratory at the Scientific Research Institute for System Analysis of the Russian Academy of Sciences.

Development of Cognitive Technologies

Throughout the 1990s and early 2000s, Uskova expanded the company through strategic OEM contracts with international firms including IBM, Canon, Samsung, Xerox, Brother, Epson, and Olivetti. By 1998, the organization held Oracle Complementary Software Provider status. As of 2016, the firm operated eight offices and employed over 1200 staff members, serving as the second-largest IT developer within Russia. The business executed diverse large-scale infrastructure projects, ranging from speech recognition for Intel in 2001 to nation-wide automation for EMERCOM and passport scanning systems for state border control.

Automation and Artificial Intelligence Initiatives

Uskova directed various R&D initiatives, including the 2008 launch of the Cognitive Pilot division focused on driverless transport. Projects under her leadership included developing autonomous features for KAMAZ trucks, Rostselmash harvesters, and trams. Between 2010 and 2015, her company implemented e-procurement platforms for Gazprom and Rosneft, alongside state public procurement systems that handled significant annual trade volumes.

Philanthropy and Academic Leadership

In 2006, Uskova assumed the presidency of the National Association for Innovations and Development of Information Technologies, a non-profit entity that facilitated public grants for over 1200 startups. She further engaged in public policy by serving on a State Russian Duma steering committee regarding robotics legislation. In 2013, she established the Russian Abstract Art Foundation, which manages a collection of over 600 works and provides art-therapy programs. Since 2012, she has served as the Head of the Department of Engineering Cybernetics at her alma mater, where she focuses on student engagement in competitive programming.
