Military and Paramilitary Foundations
Ghalibaf joined the Islamic Revolutionary Guard Corps during the Iran-Iraq War in 1980. By 1982, he commanded the Imam Reza Brigade, followed by the 5th Nasr Division from 1983 to 1984. His influence expanded through his role at the Khatam al-Anbiya Construction Headquarters, an engineering entity tied to the Guard. From 1997 to 2000, he led the Aerospace Force of the Islamic Revolutionary Guard Corps. During this period, he was among the commanders who issued a public ultimatum to President Mohammad Khatami regarding student protests.

Appointed chief of the Law Enforcement Force, Ghalibaf served from 2000 to 2005. He oversaw modernizing efforts, including the implementation of the Police 110 emergency service. His tenure remains linked to allegations of suppressed dissent during student demonstrations, including the 2003 Tarasht dormitory unrest. He resigned from his military and police duties in 2005 to pursue a presidential campaign.
Governance in Tehran and Parliament
From 2005 to 2017, Ghalibaf held the office of Mayor of Tehran. His administration oversaw the completion of the Milad Tower. Following his mayoral term, he served on the Expediency Discernment Council from 2017 to 2020. In 2020, he secured a seat in the Islamic Consultative Assembly, where he was elected Speaker. He retained his legislative position through the 2024 term.

Ghalibaf holds a Bachelor of Arts in human geography from the University of Tehran and a Master of Arts in the same field from Islamic Azad University.
