Lương Cường held the office of the 14th President of Vietnam between October 2024 and April 2026. Elected to the position by the 15th National Assembly, he secured the support of every delegate present at the eighth session. This role marked the culmination of a long-standing career within the Communist Party of Vietnam and the People’s Army.
Military Progression
Born in 1957 in Việt Trì, Phú Thọ Province, Cường joined the army in 1976 at the age of 18. He saw active service in the period following the Vietnam War. His ascent through the military ranks was systematic: he achieved the rank of Major General in 2004, Lieutenant General in 2009, Colonel General in 2014, and finally Army General in 2019. From 2016 to 2024, he directed the general department of politics of the People’s Army of Vietnam, having previously served as its vice director from 2011.

Cường became a member of the Communist Party of Vietnam in August 1978. His academic background includes a bachelor's degree in Party Building and State Administration, supplemented by training at the Ho Chi Minh National Academy of Politics. He became a member of the Central Committee in 2011 and joined the Politburo in 2021. In May 2024, he assumed the role of permanent member of the Secretariat, serving in that capacity until October 2024.
The Presidential Term
Following the resignation of Tô Lâm, Cường was elected president on 21 October 2024. During his inauguration, he emphasized the importance of maintaining national defense, security, and a cohesive foreign policy. On 22 October 2024, he officially accepted presidential duties at the Presidential Palace. His tenure lasted until 7 April 2026, when he was succeeded by Tô Lâm.
International Engagements
During his presidency, Cường conducted diplomatic missions abroad. In November 2024, he traveled to Chile for a three-day state visit, meeting with President Gabriel Boric and visiting the residence of Salvador Allende. Subsequently, he attended the APEC Summit in Lima, Peru. While in Peru, he was presented with the Order of the Sun of Peru by President Dina Boluarte.
