Born Louis Diamond Upchurch on February 17, 1962, at the U.S. Naval Base Subic Bay in Olongapo City, he was the son of a Marine KC-130 crew chief and a Filipina mother. Following his father's death, he relocated to Texas, where he attended Flour Bluff High School in Corpus Christi. He eventually earned a Bachelor of Fine Arts degree in Drama from the University of Texas at Arlington.
Breakthrough in Cinema
Following an appearance on Miami Vice, Phillips achieved significant visibility in 1988 for his role as Angel David Guzman in Stand and Deliver. This performance earned him an Independent Spirit Award for Best Supporting Male and a Golden Globe nomination. That same year, he appeared alongside Emilio Estevez and Kiefer Sutherland in the Western film Young Guns, later reprising his role as José Chávez y Chávez in the 1990 sequel.

His television career included long-term roles such as Henry Standing Bear in the A&E and Netflix series Longmire and Lieutenant Gil Arroyo in the FOX police drama Prodigal Son.
