Background and early political involvement
Born in Tallinn on 12 July 1975, Michal pursued higher education at University Nord, graduating with a bachelor's degree in 2009. He also attended Tallinn University, where he began studies toward a master's degree in law. His political trajectory began within the Reform Party, where he worked as an advisor between 1996 and 2002. Following a tenure as an advisor to Prime Minister Siim Kallas, he served as the elder of the Kesklinn district in Tallinn. From 2003 until 2011, he held the position of secretary general for his party.

Michal entered the government as Minister of Justice in April 2011. During his term, he faced investigations into allegations of illegal party financing and money laundering following accusations made by Silver Meikar in May 2012. Although the Social Democratic Party initiated a vote of no confidence against him, the process failed in September 2012. The Estonian State Prosecutor's Office concluded the investigation on 15 October 2012, citing a lack of evidence regarding any criminal activity. He resigned from the justice portfolio in December 2012.
Legislative record and cabinet roles
Throughout his career, Michal served multiple terms as a member of the Riigikogu, including stints in 2005, 2007, 2011, 2012, 2015, and 2016. He returned to executive government in April 2015 as the minister of economic affairs and infrastructure, serving until November 2016. He also held the post of minister of climate between 2023 and 2024 before ascending to the premiership. In 2026, he was awarded the Order of Prince Yaroslav the Wise, 2nd class.
