John Evans Atta Mills served as the eleventh president of Ghana from 2009 until his death in 2012, marking a significant transition in the nation's political landscape. Academic Foundation and Early career
Born in 1944 in Tarkwa, Mills attended the Achimota School and the University of Ghana, where he completed his law degree. His academic pursuits took him to the London School of Economics and the School of Oriental and African Studies, where he earned a doctorate in 1971 specializing in taxation and economic development. He spent twenty-five years teaching at the University of Ghana, while also holding visiting professorships at Temple University and Leiden University. Beyond academia, he served as the Commissioner of the Internal Revenue Service from 1988 to 1996.

Mills entered the executive branch in 1997 when he was appointed Vice President of Ghana under President Jerry Rawlings, serving in this capacity until 2001. During this period, he chaired the Economic Management Team and the Police Council. His political profile grew as a member of the National Democratic Congress, which became his primary vehicle for contesting national elections.
The Presidency and Election Campaigns
Following unsuccessful presidential bids in 2000 and 2004, Mills secured the presidency in the 2008 election. After a contested run-off against Nana Akufo-Addo that required a supplemental vote in the Tain District, he was inaugurated on 7 January 2009. His administration operated under the slogan of the Better Ghana Agenda, emphasizing a shift toward welfare policies. He held the office until his death in Accra on 24 July 2012 and was subsequently buried at Asomdwee Park.
